SECRETARY MINISTRY OF EARTH SCIENCE IN IMD NGSSA COUNCIL MEET 2008
NOTICE BOARD : LATEST NEWS
IMD Non-Gazetted Scientific Staff Association had convened its 6th Association Council Meet at Seminar Hall, Mausam Bhawan Campus, Lodi Road, New Delhi-3 from 3rd to 6th December, 2008 wherein delegates / councilors from all Regional Meteorological centers and its sub-offices had participated to contribute to their valuable suggestions for the welfare of Scientific/Technical employees of the Department.
On the basis of consensus reached in the concluding day of said meet i.e. 5th December, 2008, the Association had submitted a Memorandum to the Secretary MoES on 6th December, 2008 on the following points:
1. Implementation of ‘Flexible Complementing Scheme (FCS)’ with a suitable process of normalization/rationalization for all Group-B & C Scientific/Technical Cadres in IMD.
2. Implementation of Dr S. Nayak Committee recommendations on the lines of the Gazette Notification (Part I, Section-I) dated 29th August, 2008 Point No-7, regarding acceptance of 6th CPC.
3. Immediate regularization of all Ad-hoc Scientific Assistants/ Assistant
Meteorologist Gr-II and clearance of file relating to upgraded scale to AM-II.
Dr Shailesh Nayak, Secretary MoES addressed the council on 6th Dec, 2008 and assured that the Ministry will take necessary action on the above points on priority basis. He also apprised that DGM IMD has been given additional powers(administrative/financial) to settle many issues at his discretion.

Dear all IMD-NGSSA members, very late but good new for all SO TO AM-I Cadre, Office has agreed to our demand of FCS in Group B/C staff of imd on line of ISRO. and first meeting was held on 22.11.2008 between DGM,MOES AND ASSOCIATIONS in a DGM CHAMBER AT 1430 HRS AND Final meeting Oon implementation of FCS in IMD between IMD-NGSSA ,MoES and DGM IMD will be held on 01.12.2008 IN DGM CHAMBER to give it final shape.

Dear Comrades,
It has been decided that councilors should focus on main Agenda points with logical reasoning along with supporting document (if any) rather than Misc. points of the Region during their deliberations on 6th Association Council Meet (3rd-5th December, 2008) at N.Delhi. This will facilitate CEC to compile a precise and effective Memorandum for submission to the DGM on the concluding day.
Agenda Points:
1. Implementation of Sixth CPC recommendations in IMD.
2. Proposed National Transfer Policy for Group C& B.
3. Main Regional problems with action taken till date and present status.
4. Misc. points.
All Regional Secretaries are requested to convene respective REC meetings of your region and apprise the same to your branches and general members. All Regional Secretary are requested to keep in readiness and make this event a grand success.

NOTICE
This Association had a number of meetings with all concerned higher officials of UPSC and cleared the doubts(with supporting documents) raised by the UPSC officials in clearing the case for Ad-hoc AM-IIs by amendment of existing AM-II R/Rules from 50% D.R to 100% by promotion. The case of Ad-hoc AM-II was vigorously pursued in UPSC, and at last, the file has been cleared by UPSC and sent to IMD on 25-04-2008 for further necessary action.
